1 In the first year of Belshazzar king of Babylon Daniel had a dream and visions of his head upon his bed: then he wrote the dream, and told the sum of the matters.

2 Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea.
This is similar language used right before this Final Great Tribulation began.
Rev. 7:1 And after these things I saw four angels standing on the four corners of the earth, holding the four winds of the earth, that the wind should not blow on the earth, nor on the sea, nor on any tree.

3 And four great beasts came up from the sea, diverse one from another.

4 The first was like a lion, and had eagle's wings: I beheld till the wings thereof were plucked, and it was lifted up from the earth, and made stand upon the feet as a man, and a man's heart was given to it.

5 And behold another beast, a second, like to a bear, and it raised up itself on one side, and it had three ribs in the mouth of it between the teeth of it: and they said thus unto it, Arise, devour much flesh.

6 After this I beheld, and lo another, like a leopard, which had upon the back of it four wings of a fowl; the beast had also four heads; and dominion was given to it.

7 After this I saw in the night visions, and behold a fourth beast, dreadful and terrible, and strong exceedingly; and it had great iron teeth: it devoured and brake in pieces, and stamped the residue with the feet of it: and it was diverse from all the beasts that were before it; and it had ten horns.

8 I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

9 I beheld till the thrones were cast down, and the Ancient of days did sit, whose garment was white as snow, and the hair of his head like the pure wool: his throne was like the fiery flame, and his wheels as burning fire.

10 A fiery stream issued and came forth from before him: thousand thousands ministered unto him, and ten thousand times ten thousand stood before him: the judgment was set, and the books were opened.

11 I beheld then because of the voice of the great words which the horn spake: I beheld even till the beast was slain, and his body destroyed, and given to the burning flame.

12 As concerning the rest of the beasts, they had their dominion taken away: yet their lives were prolonged for a season and time.

13 I saw in the night visions, and, behold, one like the Son of man came with the clouds of heaven, and came to the Ancient of days, and they brought him near before him.

14 And there was given him dominion, and glory, and a kingdom, that all people, nations, and languages, should serve him: his dominion is an everlasting dominion, which shall not pass away, and his kingdom that which shall not be destroyed.

15 I Daniel was grieved in my spirit in the midst of my body, and the visions of my head troubled me.

16 I came near unto one of them that stood by, and asked him the truth of all this. So he told me, and made me know the interpretation of the things.

17 These great beasts, which are four, are four kings, which shall arise out of the earth.
Notice that in verse 3, Daniel describes the 4 beasts as rising from the sea. Daniel 7:23 / Rev. 13:1 / 17:9 all declare that the beasts that rise from the sea are Satan's kingdoms. Yet here within verse 17, he describes these same 4 beasts as kings rising from the earth (as in Rev. 13:11). Both are separate yet the same. Every kingdom needs a king. Each beast is Satan & his kingdom. They rise together. This answers the question of who/what are the 2 beasts that arise out of the sea/earth during the 2300 days within Rev. 13.

Also notice that the beast in Rev. 13 is a combination of all 4 beasts of Daniel 7. This is Satan's full kingdom represented.
Although there are only four beasts, the third beast has 4 heads which totals a complete 7 heads.

Rev. 13:1 And I stood upon the sand of the sea, and saw beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy (declaring he is Jesus/God - John 10:33).
And the beast which I saw was like unto a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.
And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.

18 But the saints of the most High shall take the kingdom, and possess the kingdom for ever, even for ever and ever. This verse is referring to verse 22 (below).

19 Then I would know the truth of the fourth beast, which was diverse from all the others, exceeding dreadful, whose teeth were of iron, and his nails of brass; which devoured, brake in pieces, and stamped the residue with his feet;
This begins the first 2300 days of this Final Great Tribulation. The 144,000 from the Church Age are "killed" (silenced).

20 And of the ten horns that were in his head, and of the other which came up, and before whom three fell; even of that horn that had eyes, and a mouth that spake very great things, whose look was more stout than his fellows.
Notice here in verse 20, the 3 horns are "felled". This word "fell" means to fall or be inferior. They are "subdued" and "worn out" by the "fierce little horn" - verses 24 & 25. This is referring to the 2300 days. As with all scripture, the Lord always gives additional information within other verses. Now look at verse 8. It declares these 3 horns are later "plucked up by the roots". This can only refer to the following 6100 days when the Elect are commanded to flee the Church. The "1/3" has left. The Elect has left.

21 I beheld, and the same horn made war with the saints, and prevailed against them;
This is moving fast. In verse 19, the 144,000 were "killed" (silenced) during the 2300 days. Then during the 6100 days of the 2 Witnesses, Satan was thrown into the bottomless, being prevented from interfering with God's final 6100 days of salvation. Verse 21 here is stating, now that they have finished there testimony, the beast rises up out of the bottomless and makes war/kills/prevails against them. This is the 3rd beast arising. The 3rd beast (little horn) is the same beast as the one during the 2300 days.

22 Until the Ancient of days came, and judgment was given to the saints of the most High; and the time came that the saints possessed the kingdom.
We know that the previous verse (21) is referring to the 3rd beast arising after the 2 Witnesses have finished their testimony because here in verse 22 it declares Satan's war/killing/prevailing against them continues UNTIL the Rapture (when the saints posses the kingdom) and the End.

23 Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
Satan's kingdom began in 1988 (fourth kingdom) but was contained/imprisoned within the Church until May 21, 2011 (M21), then was released worldwide and began devouring the whole earth.

24 And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.
The ten kings are all those within the Church. Both Elect and non elect. But the Elect before leaving (the 3 horns/the 1/3rd) shall be subdued.

25 And he shall speak great words against the most High, and shall wear out the saints of the most High, and think to change times and laws: and they shall be given into his hand until a time and times and the dividing of time.
He will "wear out the saints" (the 3 horns/the 1/3rd) and "change times and laws" during the "time, times and dividing of time (first 2300 days/time, times and half a time).

26 But the judgment shall sit, and they shall take away his dominion, to consume and to destroy it unto the end.

27 And the kingdom and dominion, and the greatness of the kingdom under the whole heaven, shall be given to the people of the saints of the most High, whose kingdom is an everlasting kingdom, and all dominions shall serve and obey him.

28 Hitherto is the end of the matter. As for me Daniel, my cogitations much troubled me, and my countenance changed in me: but I kept the matter in my heart.

Revelation 13:3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed and all the world wondered after the beast.

Can we know which of the 7 heads received this deadly wound? Yes we can. We know that Satan received this deadly wound at the Cross. And that we are currently living within Satan's final kingdom - the fourth beast which has a single head - which began in 1988. So, it's not this final 7th beast head. Revelation 13 below tells us the answer. The third beast had 4 heads. It had to be the 4th head of the 3rd beast. This 4th head of Satan's 3rd beast kingdom reigned from 33A.D. - 1988A.D. (The Church Age). Since all four beasts had a total of 7 heads, it would have been the 6th head that received the deadly blow during the Church Age.

Rev.13:8 The beast that thou sawest wasand is not; and shall ascend out of the bottomless pit, and go into perdition: and they that dwell on the earth shall wonder, whose names were not written in the book of life from the foundation of the world, when they behold the beast that wasand is not, and yet is.
Rev. 13:10 And there are seven kings: five are fallenand one isand the other is not yet come; and when he cometh, he must continue a short space.

John lived during the Church Age. The beast that is spoken of as "is" "and is not, and yet is" is referring to the Church Age beast - Satan and his kingdom during that time period. How can a kingdom and it's king be here, yet is not? He and his kingdom were here but were subdued... limited in power as God sent out the gospel - hence the deadly wound. This is why he and his kingdom "arise" in the book of Revelation. They no longer are subdued and are given power.

Revelation 13:1 And I stood upon the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and upon his horns ten crowns, and upon his heads the name of blasphemy.

As we see within Rev.13:1, God tells us what the ten horns of Daniel's fourth beast are... they are 10 kings (crowns). We know from other scripture that these kings are people within the Church - the congregation. During the 2300 days, Satan's kingdom (the Church) consisted of both the Elect & the non elect. God follows this certain pattern continuously throughout the Bible... giving us a straight base of information about a certain topic then going into deeper depth within another part of the Bible about the same topic of time. Daniel 7 delves deeper into the specifics of the ten horns of Revelation 13 & 17. Giving us a complete picture of what's going on. This is why we are commanded to study the scriptures!

2 Timothy 2:15   Study to shew thyself approved unto God, a workman that needeth not to be ashamed, rightly dividing the word of truth.

But during the 6100 days, the Elect were continually leaving the Church's congregation, and we see this within Daniel 7:8...  1/3 of the 10 horns (kings) were plucked up by the  roots and left. By the roots. What happens when a plant is pulled out with it's roots? It does not come back. This verse does not declare the "little horn" plucked them out, they just are. A plant can not pull itself out, therefore we know the Lord pulled them out with the commandment to leave written within their heart. And of course the 1/3 usually signifies the Elect.

Revelation 18:4   And I heard another voice from heaven, saying, Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues.

Take notice though that the full picture is given us by God when we compare Daniel 7:8 with Daniel 7:20;

Daniel 7:20   And of the ten horns that were in his head, and of the other which came up, and before whom three fell; even of that horn that had eyes, and a mouth that spake very great things, whose look was more stout than his fellows.

Daniel 7:8   I considered the horns, and, behold, there came up among them another little horn, before whom there were three of the first horns plucked up by the roots: and, behold, in this horn were eyes like the eyes of man, and a mouth speaking great things.

During the 2300 days, the 3 horns (also can be translated the third of the horns - Strong's # H8532), the Elect, are first "felled"... verse 7:20. The Interlinear Scriptural Analyzer (exact Hebrew word-for-word) describes this word "fell" as: they-were-felled-to-stumps. This clearly shows they remained within the 2300 days but were trampled upon and "killed".
And also the beast "stamped the residue"... verses 7:7 & 7:19.

The next act that follows, the 3 horns (the third of the horns), the Elect, are "plucked up" and leave the other horns... verse 7:8.
This can only be during the 6100 days of salvation when the Elect were called out of the "holy place".

We have already seen how these four beasts represent two different entities... each represents both a kingdom and the king of that kingdom. This solves the mystery of Revelation 13 of the two beasts arising, one from the sea (the kingdom) and the other arising from the earth (the king of that kingdom). And that they both arise together at the same time. But what of this "fierce little horn"?

Rev. 11:7 And when they shall have finished their testimony, the beast that ascendeth out of the bottomless pit shall make war against them, and shall overcome them, and kill them.
Rev. 9:3 And there came out of the smoke (of the bottomless pit) locusts upon the earthand unto them was given power, as the scorpions of the earth have power.
Rev. 17:11 And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition.

Daniel 8:23 And in the latter time of their kingdom, when the transgressors are come to the full, a king of fierce countenance, and understanding dark sentences shall stand up. / Pennsylvania, U.S.A., Earth / 2009-2012 / 2018-2025
Daniel chapter 7 gives us a massive amount of information concerning these Latter Days. The chapter is divided into two sections. The first section, verses 1-14 is describing Daniel's dream of the four beasts which we will see represent Satan's different kingdoms throughout history. And of course, each kingdom requires a king which is Satan. Notice how each of the first three beasts are described as a type of animal. But the final fourth beast is not. This is because the final beast is a combination of all the previous beasts... representing Satan's complete kingdom (Rev. 13:1). We will also see that the ten horns are represented as those within the Church - both the Elect and non elect until the 1/3rd or 3 horns leave during the 6100 days.
In the second section, verses 15-28 God is giving Daniel a partial interpretation of what he has just seen through an angel. As always, God gives us additional information concerning the first 14 verses. This gives us a clearer, broader picture of these Latter Days. When studied carefully, we can see a clear Timeline of the first 2300 days, the 6100 days, Judgment Day and finally these 5100 days and when they End.

Verses 1-14 Daniel's dream is located to the left.
Verses 15-28 The angel's interpretation is located to the right.
